The Commission on Disarmament and International Security of the 75th United Nations General Assembly (Cinema First Committee of the United Nations General Assembly) voted on November 6 to pass the resolution “Not first deploying weapons in outer space.” The preamble of the resolution reiterates that practical measures should be studied and taken to reach a treaty to prevent an arms race in outer space and strive to build a community with a shared future for mankind.
The First Committee of the UN General Assembly is an important platform for setting up an international security agenda and is responsible for handling international security affairs such as arms control, disarmament, and non-proliferation. The resolution “Not first deploying weapons in outer space” is a traditional resolution of the First Committee of the United Nations General Assembly. It has been voted every year since 2014. It is worth mentioning that the concept of a community with a shared future for mankind was first included in this resolution in 2017, filling the gap in the field of international security of the United Nations, and expressing the concept of building a community with a shared future for mankind reflects the general expectations of most countries, is in line with the common interests of the international community, and also demonstrates China’s responsibility as a major power.

The United States not only clarifies the policy goal of “dominate space like dominating the earth”, but also emphasizes that space is the same combat domain as traditional land, sea and air. It is accelerating the adjustment of space strategically, reshaping the space military power system, and fully maintaining its space hegemony.
The United States ignores the objective reality of sharing the destiny of the international community in the field of space security, ignores the international responsibility of promoting the international arms control and disarmament process and maintaining the global war. It seeks absolute dominance in space, which will inevitably provoke an outer space arms race, hinder the multilateral disarmament process, and threaten the entire and development interests of human space security. There is no doubt that the United States is the biggest threat to current global strategic security and stability. </pFaced with severe situations such as the increasing competition in space, the increasing instability of Babaylan, and the increasing confrontational characteristics, only if Babaylan insists on peaceful use of space and opposes space weaponization and space arms race, can space security and development be effectively maintained. China's contributions to disarmament, peacekeeping in recent years are obvious to all. The concept of building a community with a shared future for mankind is highly consistent with the United Nations' concept of common security and peace, points out the direction for the uncertain world, and provides Chinese solutions, which is in line with the common interests of all countries. The concept of a community with a shared future for mankind has been written into the resolution of the First Committee of the UN General Assembly on "Not first deploying weapons in outer space" and will surely make new and greater contributions to promoting world peace and development.
